    I could write a list of questions triple the length of this column on what a real, genuine Senate could have asked Abad. Among the most important questions that the brown-nosing senators failed to ask:

    • How much in new pork barrel funds, that is, not in the 2011 budget law, especially those given to Congress shortly before and after the Senate decision to remove Chief Justice Renato Corona in 2011, came from the DAP? How much in new funds under the sole discretionary control of Aquino, Abad, and Mar Roxas were raised through it?

    • If the DAP was so important to the economy as Abad and Aquino claimed, why had they kept it secret, why wasn’t it even mentioned in the President’s budget messages from 2011, 2012, and 2103? If the DAP-funded projects were so important, why didn’t Aquino and Abad propose these in the appropriations bill for these years?

    • If the DAP was intended to stimulate the economy, how were these projects determined? To her credit, Senator Grace Poe asked this question, and she got only a vague reply from a stammering Abad, that such projects “could have been proposed” by Cabinet secretaries.

    • Why is it that over half of the P144 billion DAP funds released were not, by any stretch of the imagination, designed to stimulate the economy? Among these: the distribution of P9 billion to politicians in the Autonomous Region in Muslim Mindanao, P8 billion for “livelihood” projects that would benefit rebels with whom

    Aquino has been undertaking peace talks, P14 billion for “local projects” disbursed under the discretion of Mar Roxas, P30 billion to build up the central bank’s capitalization, which actually takes that much money out of the economy; and P500 million spent for advertisements abroad for the tourism slogan, “It’s more fun in the Philippines.”

    • How could P12 billion given to local projects that members of Congress proposed be considered to be priority projects that would stimulate the economy? Look at the list, even of the small DAP projects, and they not only do not stimulate the economy, but only make the offices of top Cabinet secretaries as comfortable as they wanted, for instance, the P250 million move to the posh Makati district by the tourism department and certain offices of the interior and local government department.

    • Some P65 billion or half of the DAP releases were lump-sum funds, in contrast to appropriations under the budget laws, which are minutely examined during the yearlong budget hearings of the Congress. How much of these are disbursed solely under the discretion of Aquino, Abad, and Roxas?

    And no senator asked Abad the most important question:

    How do you interpret Section 29 (Section 1) of Article VI of the Constitution: “No money shall be paid out of the Treasury except in pursuance of an appropriation made by law?”

    This goes to the crux of the DAP controversy. It was a grand scheme to go around the Constitution, so Aquino would have his own budget he can use at his whim, by changing the definition of “savings.”

    Why were there so many projects that were haphazardly chosen, like in a mad rush (stem cell project, spanking new offices anyone?

    The reason is that the projects were a mere smoke-screen for DAP’s main purpose – to secretly raise bribe money for the Congress to take out Corona, and then to accumulate such a huge slush fund for the 2016 elections in a magnitude unprecedented in the history of this republic.

    Even the finance secretary said that they couldn’t get enough projects for DAP that he proposed settling a P2.5 debt of the Bureau of Customs to the Philippine Deposit Insurance Corp., which already had P85 billion in deposit insurance funds.

    Instead of asking Abad probing questions such as why was Tarlac, of all provinces, given P2 billion in DAP funds (even if we assume these were for legitimate projects), instead of Samar or any other of the country’s poorest provinces,

    Senate President Franklin Drilon, instead presented, in the guise of asking questions, a legal defense of DAP, which I think he himself knows, so that all Abad had to do was to say, “That’s correct.”

    I couldn’t believe how Drilon has prostituted his once brilliant legal mind. He said in the hearing that the DAP couldn’t be unconstitutional as it violated only the budget laws that defined what “savings” were, which funded the DAP. (And the Senate he heads was a part of the Congress that enacted those budget laws!)

    But that’s precisely what the Supreme Court does, which is not only to declare certain government actions as directly violating the constitution, but that they violate laws, and therefore, are unconstitutional. A prime example of this was the Court’s decision declaring Hacienda Luisita’s scheme of land reform as violating agrarian reform laws.

    As I pointed out in an earlier column (“World Bank backtracks on DAP,” The Manila Times, July 2014), Aquino and Abad’s big-lie propaganda technique in the DAP issue is to repeat again and again ad nauseam the fallacy that their hijacking of funds benefited the economy.

    Abad repeated this lie again and again in yesterday’s hearing. The Aquino government’s claim of the DAP being good for the economy was based on the World Bank report of March 2012. However, subsequent reports of the World Bank showed that it backtracked on its original pronouncement.

    In its July 2012 update, the World Bank pointed out that in the first place, the DAP meant only a “mere realignment of funds”. That is, the DAP were funds already in the budget but which Aquino and Abad hijacked to use for other projects.

    Secondly, the World Bank pointed out that the DAP amounts were “miniscule (at less than 0.01 percentage point) relative to the size of the economy” to have any effect on its growth.

    In contrast, former President Arroyo’s program to stimulate the economy to weather the 2009 global financial crisis, involved P220 billion in new funds, mostly approved by Congress, and almost all devoted to infrastructure.

    Succeeding WB reports, especially its annual updates on the Philippine economy, didn’t bother to mention the DAP as it was so irrelevant to the country’s economic performance.

    Even Abad yesterday unwittingly admitted how irrelevant the DAP was to economic growth when in his attempt to downplay its size, he claimed that it was only 2.7 percent of the budget for the three years. How could this stimulate the economy?

    To realize the stupidity of the claim that the DAP stimulated the economy, consider this: DAP’s P144 billion from 2011 to 2013 is smaller than the P169 billion sales revenue of Philippine Long Distance Telephone Co. in one year. San Miguel Corp’s revenue in 2012 is five times the total DAP, at P700 billion.

    However, DAP money certainly would be gargantuan as bribes to members of the Senate and Congress. And that’s not an understatement. It was a good “investment” for the Aquino government, as the senators certainly gave all a toady show.

    Never have we had such a sycophantic Senate as we have now.

    Ang Down Syndrome ay ipinangalan mula kay John Langdon Down, ang kauna-unahang doktor na nagpakilala dito noong 1886. Ayon sa kanila, ito raw ay isang mental disorder dulot ng pagkakaroon ng problema sa genes na nangyayari bago pa lamang ipanganak ang isang sanggol sa sinapupunan ng ina.

    Ngunit marunong at nakakapag-isip pa rin sila ng tama tulad ng ibang tao. Ang isang batang may down syndrome ay maaring hindi makapagpahayag ng ninanais at pangangailangan tulad ng iba. Ang iba naman ay mapagpilit o hindi masasawata sa kanilang gustong sabihin, isipin o aktuwal na gawin.

    Sa kanilang paglaki at pagtanda, maaring magkaroon ng pagbabago sa kanilang pag-iisip, galaw o kilos, pero mahirap mabago o maitago ang mga palatandaan ng karamdamang down syndrome.

The word “bulldog” was first mentioned in literature around 1500, the oldest spelling of the word being Bondogge and Bolddogge.The first reference to the word with the modern spelling is dated 1631 or 1632 in a letter by a man named Preswick Eaton where he writes: “procuer mee two good Bulldogs, and let them be sent by ye first shipp”.

    The name “bull” was applied because of the dog’s use in the sport of bull baiting. This entailed the setting of dogs (after placing wagers on each dog) onto a tethered bull.

    The dog that grabbed the bull by the nose and pinned it to the ground would be the victor. It was common for a bull to maim or kill several dogs at such an event, either by goring, tossing, or trampling.

    Over the centuries, dogs used for bull-baiting developed the stocky bodies and massive heads and jaws that typify the breed as well as a ferocious and savage temperament.

    Bull-baiting, along with bear-baiting, reached the peak of its popularity in England in the early 1800s until they were both made illegal by the Cruelty to Animals Act 1835.

    This amended the existing legislation to protect animals from mistreatment and included (as “cattle”) bulls, dogs, bears, and sheep, so that bull and bear-baiting as well as cockfighting became prohibited.

    Therefore, the Old English Bulldog had outlived its usefulness in England as a sporting animal and its active or “working” days were numbered.

    However, emigrants did have a use for such dogs in the New World. In mid-17th century New York, Bulldogs were used as a part of a citywide roundup effort led by Governor Richard Nicolls.

    Because cornering and leading wild bulls was dangerous, Bulldogs were trained to seize a bull by its nose long enough for a rope to be secured around its neck. Bulldogs as pets were continually promoted by dog dealer Bill George.

    Despite slow maturation so that growing up is rarely achieved by two and a half years, bulldogs’ lives are relatively short. At five to six years of age they are starting to show signs of aging.

    In time, the original old English Bulldog was crossed with the pug. The outcome was a shorter, wider dog with a brachycephalic skull.

    Though today’s Bulldog looks tough, he cannot perform the job he was originally created for as he cannot withstand the rigors of running and being thrown by a bull, and also cannot grip with such a short muzzle.

    The oldest single breed specialty club is The Bulldog Club (England), which was formed in 1878. Members of this club met frequently at the Blue Post pub on Oxford Street in London.

    There they wrote the first standard of perfection for the breed. In 1894 the two top Bulldogs, King Orry and Dockleaf, competed in a contest to see which dog could walk 20 miles.

    King Orry was reminiscent of the original Bulldogs, lighter boned and very athletic. Dockleaf was smaller and heavier set, more like modern Bulldogs. King Orry was declared the winner that year, finishing the 20-mile walk while Dockleaf collapsed. The Bulldog was officially recognized by the American Kennel Club in 1886.

    At the turn of the 20th century, Ch. Rodney Stone became the first Bulldog to command a price of $5,000 when he was bought by controversial Irish American political figure Richard Croker.

    The UK Bulldog Breed Council puts the average life span of the breed at 8–10 years. A UK survey puts Bulldog life expectancy at 6.5 years. The leading cause of death of Bulldogs in the survey was cardiac related (20%), cancer (18%), and old age (9%). Those that died of old age had an average lifespan of 10 to 11 years. Recent UK vet clinic data puts the median at 8.4 years.

    Statistics from the Orthopedic Foundation for Animals indicate that of the 467 Bulldogs tested between 1979 and 2009 (30 years), 73.9% were affected by hip dysplasia, the highest amongst all breeds.

    Similarly, the breed has the worst score in the British Veterinary Association/Kennel Club Hip Dysplasia scoring scheme, although only 22 Bulldogs were tested in the scheme.[14] Patellar luxation is another condition; it affects 6.2% of Bulldogs.

    Some individuals of this breed are prone to interdigital cysts—cysts that form between the toes. These cause the dog some discomfort, but are treatable either by vet or an experienced owner. They may also suffer from respiratory problems.

    Other problems can include cherry eye, a protrusion of the inner eyelid (which can be corrected by a veterinarian), allergies, and hip issues in older Bulldogs.

    Over 80% of Bulldog litters are delivered by Caesarean section because their characteristically large heads can become lodged in the mother’s birth canal. The folds, or “rope,” on a Bulldog’s face should be cleaned daily to avoid infections caused by moisture accumulation.

    Some Bulldogs’ naturally curling tails can be so tight to the body as to require regular cleaning and ointment.

    Like all dogs, Bulldogs require daily exercise. If not properly exercised it is possible for a Bulldog to become overweight, which could lead to heart and lung problems, as well as stress on the joints.

    Bulldogs have very small nasal cavities and thus have great difficulty keeping their bodies cool. Bulldogs are very sensitive to heat. Extra caution should be practiced in warmer climates and during summer months.

    Bulldogs must be given plenty of shade and water, and must be kept out of standing heat. Air conditioning and good ventilation are required to keep them healthy and safe.

    Bulldogs actually do most of their sweating through the pads on their feet and accordingly enjoy cool floors. Like all brachycephalic, or “short faced,” breeds, Bulldogs can easily become overheated and even die from hyperthermia.

    They can be big snorters and heavy breathers, and they tend to be loud snorers. Bulldog owners can keep these issues under control by staying aware and protecting their Bulldog(s) from these unsafe conditions.

    In 2014 the Dutch Kennel Club implemented some breeding rules to improve the health of the Bulldog. Among these is a fitness test where the dog has to walk 1 km (0.62 miles) in 12 minutes. Its temperature and heart rate has to recover after 15 minutes.

    The English Bulldog is popularly used to represent England or the United Kingdom. It has been associated with Winston Churchill’s defiance of Nazi Germany. The English Bulldog breed is the official mascot of the United States Marine Corps, and many bases have their own mascot on base.

    Thirty-nine American universities use a Bulldog as their mascot including Bryant University, Drake University, Georgetown University, Mississippi State University, Yale University, The Military College of South Carolina, Wilberforce University The first private Historically Black College and University of Georgia.

Convicts, inmates or prisoners have their identity, far different from the noble past.  Examples are very notorious in origin although a few is trying to espouse a more authentic beginning.

The numbers 1488 can be found on the tattoos of white supremacist/nazi inmates. 14 or 88 on their own can also be used. This can create confusion, as the Nuestra Familia gang also uses the number 14 in their tattoos.

In the case of white supremacists, the 14 represents 14 words. The 14 words are a quote by nazi leader David Lane: “We must secure the existence of our people and a future for White Children”.

The 88 is shorthand for the 8th letter of the alphabet twice, HH, which represents Heil Hitler. These tattoos can be found anywhere on the body,

Cobweb tattoos have become very popular these days with people who were never convicts, but the cobweb is most definitely a prison tattoo. People get cobwebs to symbolize a lengthy term in prison.

The symbolism of the cobweb is the association with spiders trapping prey and criminals being trapped behind bars. The spider web represents the prison.

This tattoo is commonly found on the elbow because it also represents a lot of time with your elbows on the table. I.E. you’ve been sitting in prison doing nothing for so long that a spider is weaving a cobweb on your elbow.

Convicts also often get the cobweb tattooed on their necks as well. If you see a multi-colored web, it’s probably not a prison tat; prison tattoo artists rarely have access to colored ink.

One of the most widely recognized prison tattoos is the teardrop. But the meaning of the teardrop varies geographically. In some places a teardrop represents a long prison sentence,

in other places the teardrop represents that the bearer committed a murder.

Sometimes the teardrop is empty. This can symbolize an attempted murder, or that one of the inmate’s friends was murdered and that they are seeking revenge.

Rappers and other celebrities have popularized teardrop tattoos, which has led to many non-convicts getting the prison tattoos just for the ‘hard’ look it creates.

Be warned: If you go to prison for the first time while sporting an unauthentic prison tattoo, you will make a lot of enemies, real fast.

The gold crown may seem like a fun, decorative tattoo. But if it’s got five points on it, it is a prison tattoo. The five-point crown is a symbol of the Latin Kings gang.

The Latin Kings are one of the biggest hispanic gangs in the US, they are based out of Chicago. The crown tattoo will often be accompanied by the letters ALKN, which means Almighty Latin Kings Nation.

The crown has five points because the Latin Kings are an affiliate of the People Nation gang, which is represented by the number 5. Latin Kings have a huge presence both in and out of prison, and they’re roots go back to the 1940’s.

The three dots tattoo can also carry some religious significance, representing the holy trinity.

Don’t confuse this one with the three dots tattoo. The five dots, sometimes known as the quincunx, represents time done in prison. The four dots on the outside represent the four walls, and the dot on the inside represents the prisoner.

The five dots is actually an international prison tattoo; it is common among both American and European prison inmates. The five dots are typically tattoed on the prisoner’s hand between the thumb and forefinger.

Five dots on other parts of the body can have a different meaning. For example, an association with the People Nation gang.

People Nation is a Chicago-based gang who’s symbols include the five-pointed star, the five-pointed crown and the five dots.

A tattoo of a clock with no hands is one of the subtler prison tattoos you might come across. It means ‘doing time’ and is representative of a long prison sentence.

Clocks in general are a popular tattoo and they don’t all represent prison life: always look to see if the clock has hands.

The Aryan Brotherhood is the biggest white supremacist gang in the US prison system. They make up less than 1% of the inmate population but are responsible for 20% of murders in US prisons.

Their tattoos are usually shamrocks and/or the letters ‘AB’ as well as nazi symbols such as the swastika and SS bolts.

Norteño tattoos represent the Neustra Familia gang, which is associated with hispanic gangs in Northern California.

The Norteños are rivals of the Sureños, hispanic gangs based in Southern California. The unofficial dividing line between the two is in Delano, California.

There are many Sureño and Norteño gangs on the outside, but in prison it’s only The Mexican Mafia and Nuestra Familia, who are bitter rivals.

Norteños mainly get their income from smuggling and distributing cocaine, heroine, and meth. They identify themselves with red bandanas.

“La Eme” or, ‘The M’ is the symbol of the Mexican Mafia. The Mexican Mafia is one of the largest and most ruthless prison gangs in the US. They are allied with the Aryan Brotherhood gang, who have a common enemy in Nuestra Familia.

The Mexican Mafia is one of the most powerful gangs in the prison system, their activities extend to thousands of inmates. There are also lots of member and associates of La Eme outside the prison walls.

Despite the name of ‘Mexican Mafia’, La Eme was not started in Mexico, but rather by Mexican-Americans incarcerated in American prisons.

La Eme is a Sureño gang, belonging to a large affiliation of hispanic gangs in Southern California. There are many Sureño gangs, but when Sureños enter prison, they are generally all under the influence of the Mexican Mafia.

Anytime you see someone with a tattoo of ‘MS13’ or just ‘MS’ or ’13’, this represents the Mara Salvatrucha gang from El Salvador.

The tattoos could be anywhere, but it’s very common for MS-13 members to have identifying tattoos on highly visible areas like their face, neck, and/or hands.

La Mara Salvatrucha was started in the Los Angeles area by El Salvadoran immigrants. There are now MS-13 chapters all over the United States and even some in Canada.

They got their name, ‘La Mara’ from the name of a street in San Salvador

Playing cards or suits of the deck general indicate an inmate who likes to gamble. This applies to gambling games in prison as well as in the more general sense: someone who views life as a gamble.

In Russian prisons, each suit of the deck of cards has it’s own meaning. The spade symbolizes a thief, while clubs symbolize criminals in general.

The diamonds are reserved for stoolpigeons and informants, and this tattoo is usually applied by force. The heart symbol represents someone who is looking for a romantic partner in the prison.

EWMN stands for ‘Evil, Wicked, Mean, Nasty.’ This does not represent affiliation with any prison gangs, but it simply represents the general disposition of some prison inmates.

In the Russian prison system, a tattoo on the chest symbolizes a ‘Prince of Thieves’. This is the highest rank a Russian convict can achieve, and these are generally worn by high-ups in the mob.

Russian convicts have one of the most intricate tattoo cultures of any group of people. There are literally dozens of Russian criminal tattoos, each with it’s own distinct meaning.

For example, a man with stars on his knees does not bow down to any authority. A man with a tiger on his chest is aggressive towards the police.

ACAB is an acronym very commonly found inked on the bodies of British prisoners. It stands for All Cops Are Bastards.

Some with the tattoo claim that ACAB stands for ‘Always Carry A Bible’, but it’s widely believed that these are just people who regret their decisions or are trying to make a good impression.

It seems like it must make things easy for the cops in England, having all of the criminals self-identify with this tattoo. It is often found on the knuckles.

These days many British youths who have never gone to prison have ACAB tattoos to signify their willingness to go to prison for their crew or gang.

Benigno “Noynoy” Aquino declared war on the Supreme Court.  
He proclaimed that the highest court’s decision on his pork barrel
could pit two coequal branches of government against each other.

The only son and heir of political icons Ninoy and Cory
is now behaving “like a full-fledged tyrant” by insisting on
usurpation of congress authority and powers.

Furthermore, he is not divulging  all the details of the DAP in his speech

He confessed the he used  section 39 of the 1987 Administration Code of his mother, cory, for the illegal and unconstitutional pork.

He insisted that an administration code can trump the constitution by filing a motion for reconsideration to reverse the decision of the 13-0 votes of the justices.

To many, noynoy without a moral high ground is very immoral.  He totally missed the point of the Supreme Court Justices.

In his speech, Aquino hurled tirades against the Justices and also declared that Malacanang will challenge the decision of the Supreme Court.

His intention is very clear – to gain sole discretion and decision over billions of public funds.

The  only begotten son is acting like a full-fledged tyrant usurping congressional power at the same time challenging the authority of the Supreme Court.

The catholic church which supported his mother, cory,  said that Benigno Aquino III slammed the top justices in their ruling on the spending program of his adminitration, as if saying ‘I am the law’

“We do not want two equal branches of government to go head to head, needing a third branch to step in to intervene. We find it difficult to understand your decision.”,  which to me means he will make use the power of the controlled congress to impeach the supreme court just exactly what he has done before.

Said pronouncement was described “as a “veiled threat” to the SC.    He is saying that he is more correct that the Supreme Court in interpreting the law or he has the ultimate power to interpret the law. 

“I am the law!” pronouncements is the real danger and the motherhood of anarchy.

The most simple thing to do was to show where the P170 billion went instead of saying, ‘We used it properly.’

The constitution is the mother of all laws so if there is any conflict, the Constitution prevails. The supreme court, which is a co-equal branch, is the sole and only designated interpreter of the constitution.

It is very, very clear that the president, Benigno Simeon Cojuangco Aquino III is employing the blackmail stragedy. So, what do the people need to do?
